Kikwete: Fiscal control key to growth

and accountability in public finance management has contributed to the
increase of government revenue from 170 billion shillings in 2005 to 900
billion shillings in 2014, President Jakaya Kikwete has said.
Opening the four-day 22nd Annual International Conference of the Eastern and Southern African Association of Accountants General (ESAAG) in Dar es Salaam, President Kikwete said after assuming office in 2005, he found that the government, through the Tanzania Revenue Authority (TRA), was collecting about 170 billion/- per month, which according to him was not enough.
“I wanted to increase government revenue as well as to ensure discipline in public financial management to hasten development in all aspects, including social and economic growth,” said the president.
He urged accountants general from across the region to ensure that they deliver more in accordance with their profession and pledges they had made to check corruption and misuse of public funds.
The president noted that in 2008, Tanzania adopted the International Public Sector Accounting Standard (IPSAS), which has helped the government to improve and enhance performance in the management of public finances, including revenue collection and expenditure.
“IPSAS has facilitated Tanzanians to access accurate and quality content of information as all public finances,” Mr Kikwete said, adding that the government has expanded the scope of auditing by introducing initiatives to audit the value of the projects, which are now being implemented.
The president observed that since over 75 per cent of the government expenditure is based on procurement of either goods or services, there is, therefore, need to regulate public finances.
Meanwhile, the Minister for Finance, Ms Saada Mkuya Salum, said the decision by Tanzania to hold the meeting in the country was reached during the ESAAG meeting held in Gaborone, Botswana, in February, 2013.
‘’The fact that it is being held in Tanzania is testimony of the high trust and respect the country commands in the region,’’ the minister added.
She said ESAAG is a regional body of accountants general aimed at assisting member countries to improve accounting systems, so that governments can produce financial statements in accordance with international standards.
“ESAAG is commonly referred to as one of the platforms to set accounting standards and systems that will improve public finance management in our countries.
Therefore, looking at the programme, we expect delegates and participants to enrich much presentation and discussions from well experiences facilitators, sharing experiences and ideas through networking,” Ms Salum noted.
